EU, EEA and Swiss citizens · Norway
For Norwegian citizens
Moving to Spain from Norway: EEA rights, and what to check first.
Norway is outside the EU, but as an EEA citizen you have the same right to live in Spain. What needs care is your NAV membership, your pension and exit tax.
What stays easy
No visa. The same registration as EU citizens.
EEA citizens follow the same route as EU citizens: no visa, no work permit, and the same registration once you stay beyond three months. The real homework is in Norway, where several rights depend on your membership of the National Insurance Scheme.
Your first weeks in Spain
Five things, in this order.
- Register as an EEA citizen. If you will stay more than three months, apply in person at the Foreigners’ Office (Oficina de Extranjería) or a designated police station, within three months of arriving. You receive the EU registration certificate, the ‘green certificate’, which carries your NIE. The fee is small (currently about €12) and the certificate does not expire. Book the appointment online, because waiting times vary by province.
- Show you can support yourself. You will say whether you are working, self-employed or studying, or that you have enough means and health cover for you and your family. There is no visa-style income formula, but you do need to be able to back up what you declare.
- Register at the town hall (padrón). Empadronamiento is your proof of address in Spain and opens the door to the health centre, school places and many local services.
- Sort healthcare and tax early. The public healthcare route that applies depends on whether you work, are retired or receive a pension from home. If you spend more than 183 days a year in Spain you will generally become Spanish tax resident, taxed on your worldwide income.
- Moving for work? Ask about the Beckham regime. It offers a flat 24% on Spanish employment income up to €600,000 for six tax years. You must not have been Spanish tax resident in the previous five years and you must apply within six months of starting work. Conditions apply, so take advice before you sign a contract.
Before you leave Norway
Before you leave Norway.
- NAV membership. Your membership of the National Insurance Scheme (folketrygden) can end if you stay abroad for more than 12 months, which can affect healthcare rights and benefits. Voluntary membership may be possible. Ask NAV before you go.
- Tell the authorities. Notify NAV and the National Population Register, and contact the Norwegian Tax Administration about your tax liability.
- Your pension. A Norwegian retirement pension is generally paid abroad as usual, but Norwegian tax or withholding can still apply to pension income from Norway. The tax treaty between Norway and Spain decides who can tax what.
- Exit tax. If you hold shares or funds with large unrealised gains, Norway’s exit tax (utflyttingsskatt) can apply when you move. Check the rules and the deferral options with the Norwegian tax authorities or an adviser before you deregister.
- Healthcare in Spain. If you work, you join Spanish social security. If you are a pensioner, ask NAV whether you qualify for an S1, so that Norway funds your Spanish healthcare.
Think harder if
Where it gets harder.
- You hold a large share or fund portfolio, where exit tax can apply.
- You want to keep NAV rights such as sickness benefits.
- You plan to split the year between both countries. That affects both NAV membership and where you are tax resident.
