The cheapest country in Europe to study for Pakistani students
Cheapest tuition and cheapest degree are two different questions. Here is the comparison that actually matters — and the requirement that decides it for most families.
Almost every Pakistani family researching Europe starts with the same search, and almost every article answers the wrong question. “Cheapest tuition” is easy to rank. “Cheapest degree you can actually complete” is the question you are really asking, and the answer is different.
The comparison, all-in
Tuition is the number quoted. Living costs are usually the larger figure over a three- to six-year degree. Read the fourth column, not the second.

Indicative planning ranges from public sources, not quotes. Medicine sits well above these figures in every country — typically €8,000–€18,000 tuition depending on the country. Confirm current fees directly with the university.
Why Germany is not the answer, despite €0 tuition
Germany tops every “cheapest” list because public universities genuinely charge no tuition. For Pakistani families it is frequently still the most expensive option on this page, and the reason is the blocked account.
The number that decides it
Germany requires roughly €11,900 or more — reviewed upward most years — deposited into a Sperrkonto before your visa is issued. You draw it back monthly, so it is not lost. But you must have the entire sum, in one place, before you go. Converted to rupees that is a very large amount to assemble up front, and it is why families who can afford Poland cannot always afford “free” Germany.
Poland, Romania and Bulgaria ask for far smaller proof-of-funds sums. That single difference reorders the entire ranking for most families.
The genuine answer, by what you want to study
Medicine — Bulgaria, then Romania. Bulgaria is the lowest-cost route to an EU medical degree anywhere. Romania costs slightly more but generally admits without an entrance exam, which Bulgaria often does not.
Engineering, IT or business — Poland. The best all-round value in Europe, with genuine breadth and no cap on student working hours, which is unusually generous.
Absolute lowest total cost — Bulgaria. Living costs of €300–€550 a month are the lowest on this list, and proof-of-funds requirements are modest.
If you can raise the blocked account — Germany. Over a full degree, zero tuition plus an eighteen-month post-study work permit is hard to beat. The barrier is the up-front sum, not the ongoing cost.
Three things specific to applying from Pakistan
Degree recognition at home is not automatic. If you intend to return, check HEC equivalence requirements before you apply — and for medicine, check the current PM&DC position on the specific university. Recognition attaches to institutions and to the rules in force when you graduate, not to the country in general.
Proof of funds must be genuine and seasoned. Consulates scrutinise Pakistani applications closely. Money that appears in an account weeks before you apply raises questions. Fabricated or borrowed statements are the fastest route to a refusal and can carry a ban — never do it, and never let an agent do it for you.
The consulate appointment is the real bottleneck. Slot availability in Islamabad, not processing time, is usually what determines whether you make a September intake. Track appointments in parallel with your application, not after it.
On currency risk — the honest bit
Your costs are in euros and your family’s income is in rupees. If the rupee weakens during your degree, your costs rise in real terms without anything changing in Europe. Build genuine headroom into the budget rather than planning to the exact figure, and treat a country €2,000 a year cheaper as meaningfully cheaper — because over six years, with currency movement, it is.
The honest summary
For most Pakistani families the practical answer is Bulgaria for medicine and Poland for everything else — not because they are the cheapest on tuition, but because the total cost including proof of funds is genuinely achievable.
Germany is the better long-term value if you can raise the blocked account. If you cannot, it does not matter that the tuition is free, and no amount of searching will change that.
